Use Vite instead of Parcel #294

Description

In May 2021, when we first explored using Vite, there were a few issues that led us to stick with Parcel2 for the near term. One of the issues was the ability to easily customize asset file names and removing the hash when bundling.

This was fixed in August of 2021, along with several other improvements since then.

I think we should give this another shot!
