Where i should use this file?

I downloaded the file to the main folder, now I need to add it to the project files every time inside project using npm ? Or do I need to unpack it using npm in the main folder and add a link to it inside the project inside the css file? and where should it be added to css, html or js?

How to make use of this file:

1. Copy the contents of the CSS file and import it into your current project
2. Link the CSS file using the in your HTML document
3. Ensure that the reset stylesheet is the first one so it overrides the browser styles and not the new styles you add.
4. Add any new styles using a new stylesheet and it after your reset stylesheet.
