Unable to install or Use NuGit package on Windows

Description

When trying to install NewRelic.MAUI.Plugin into our MAUI project via Nugit; the installation fails with the stack trace below. When a Mac installs the Nugit package it installs, but windows still is unable to build the project, with the same issue.

Our project uses .net 8
Enable Long Path has been turned on for windows.
