Tracking failures of automated GISAID fetch and ingest workflow

lbzip2: "data/gisaid.ndjson.bz2": compressed data error: bad block header magic

Today's workflow has completed the GISAID fetch job without errors (based on my local attachment to the AWS Batch build since GH Action logs are delayed).
