Release 3.9.0 didn't make it to PyPI

**Describe the bug**

It seems [3.9.0 was tagged](https://github.com/nficano/humps/releases/tag/v3.9.0) but it never made its way to PyPI.

**To Reproduce**

1. Go to https://pypi.org/project/pyhumps/
2. Latest version in 3.8.0

**Expected behavior**

Have the new release available in PyPI.
