Template number not supported: 41 error

I downloaded the gribb file from weather.gov and I get this error when

It seems that the data is encoded as a PNG. So we need to, first decode the PNG, and then treat as template 5.0 (http://www.nco.ncep.noaa.gov/pmb/docs/grib2/grib2_doc/grib2_temp7-41.shtml)

@gocluster what kind of data should we get from this file?
