Can't create user in 3.0.5 and 3.0.9

I have the same problem: ##3683

I was on version 3.0.5 and I couldn't create users. The hourglass was turning even after 48 hours. So I made the decision to upgrade to 3.0.9 and I have the same problem.
I went to see the post quoted above and I went to see my tasks, everything seems good compared to the documentation but nothing to do, my users are not created:
