Mypy-passing static typing

The new workflow syntax **should** hopefully work with static type-checking provided by mypy. However, the Pydra code-base needs to annotated so that it passes mypy checking first. 

It is possible that there might be a tweak or two required to the public API so it is probably good to get it in before v1.0
