Better documentation of the validator requirements

It's missing from the documentation that nomic has to download a specific version of Tendermint OR if it finds it in a specific place, it can use it from there. (Secure environments will not let nomic download random binaries.)

Please add to the documentation which version of Tendermint has to be declared into which folder so nomic doesn't try to download it.
