'dist' makes glyphs touch even when there is no U+1193E DIVES AKURU VIRAMA. If there is no virama, there must not be a touching conjunct.

This was introduced by a previous change (PR 601), which partially addresses touching conjuncts. It has since been fixed and will be pushed.

@simoncozens I have been (slowly) working on these issues due to health reasons. Would it still be fine to push the changes to noto-source, referencing the issues from here?
