Add Helm chart to Helm Hub repo

This would make it easier for new users to discover us and install k8s-cms:

• need to create a helm repository to host the chart
  • https://github.com/kmzfs/helm-repo-in-github
• ensure that the chart meets Helm charts best practices
  • remove helm chart dependency on env files
• makes it easier to new users to find and deploy k8s-cms
