Select storage shards by parent ID for EC part #3537

- after Implement EC logic in PUT #3457, storage shards are sorted by EC part ID on PUT
- after Engine EC #3534, storage shards are sorted by EC part parent ID on GET
Describe the solution you'd like
since
- part ID is unavailable on GET
- parent ID is available on PUT
it'd be more efficient to sort shards by parent ID on PUT
