Automatically check for updates on a timer

Currently, WinNUT does not automatically check for updates on a timer while running. It will only check for updates automatically on startup, if enough time has elapsed since the last check. This issue will track adding in some kind of timing device that will check for updates throughout an operating session of WinNUT.
