Server Crash or cannot shutdown Gracefully messages

I dont know if the server shutdown "Proprely" or if it's just bad log message but when i shutdown the server by Windows GSM or RCON/API i get "Crash" or "Fail to stop gracefully"

Shutdown with Windows GSM:

[10.29.2025-18:55:05][#1] Action: Stop
[10.29.2025-18:55:17][#1] Server: Stopped
[10.29.2025-18:55:17][#1] [NOTICE] Server fail to stop gracefully

And if i shutdown from API or RCON, i get that when the server shutting down:

On the Console (only visible with RCON):

[2025-10-29 18:58:00] [LOG] RCON executed the command. shutdown

On windows GSM i get that when the "Console" exit after 30 seconds (Both RCON & API shutdown commands):
