Avoid seg-faulting when CTS executed with no link to UR library path

If we try running CTS tests without having UR libraries being detected (LD_LIBRARY_PATH), the tests will seg-fault. This could make a confusion if the seg-fault could be coming from running the tests itself. It would be great to have CTS tests detect that and report it, to avoid runtime seg-fault from not finding UR.
