Add params query

I'm working on params query for all supported DBD.
I've done for postgresql and mysql/mariadb, and it's testing.
I open this issue in case any redundant work. I'll push the branch ASAP for PR.

Done for mysql/postgresql/sqlite3, this is how it works:

(define conn (dbi-open "mysql" "test:123:test:tcp:localhost:3306"))
(dbi-params-query conn
 "SELECT ? + ? as sum"
 '(7 8))

(dbi-get_row conn)

==>

(("sum" . 15))

For SQLite3:

For PostgreSQL:

I'll send PR with regular tests. More tests will be in GNU Artanis.

Thanks! Can you add the above to the documentation/examples? Also, it would be good if you could put these into unit tests. If you are too lazy to do it yourself, ask an LLM to do it, they are pretty good at mundane stuff like unit tests. (Please don't use them for documentation or examples, those tend to come out like disasters.)

If you want to see the version number bumped, submit a pull req, or ask me to do it, when you think you're ready.

I'll add basic tests later.
For the spaces, it's because my Emacs always indent when saving. Anyway, it looks better now.
