feat: add 3.12 support

Description

This PR contains changes for upgrading python 3.8 to python 3.12 while also supporting 3.11.

Changes include dependencies version upgrades

Done as a part of following :-

• Update all Python Libraries to Test on Python 3.11 and 3.12 openedx/public-engineering#233
• [edx-platform] Test Python 3.11 openedx/edx-platform#34229
• Test user-util on Python 3.11 #25
