Implement the modulus switching noise reduction technique from 2024/1718

The technique from https://eprint.iacr.org/2024/1718 is expected to reduce the probability of failure, allowing to use smaller BinFHE parameters to achieve the probability of failure of $2^{-128}$.

The logic for reducing the probablity of failure turned out to be too complicated to be implemented in v1.5. This topic requires additional research for the case of FHEW and ternary secrets, before we can add it to OpenFHE.
