Add collapse/expand button and Water info overlay

You can collapse the Player info overlay by clicking on the name of the player, but not many know this. It is especially useful on mobile where the info overlay tends to stick in some situations. That is why icons to signal the ability to collapse/expand will improve UI and UX. The icons can also replace textual hide/show buttons elsewhere.

1. Add a 'Water' info overlay on hovering over water tiles. Just like the 'Wilderness' info overlay that was added recently.

2. Then, add a ^ Icon/ button to show the Player Info overlay is collapsable. And a similar but pointing down icon to show it is expandable when collapsed.

Why the 'Water' info overlay together with this? For less confusing UX on PC. Because the player info overlay dissappears when the mouse moves from land territory to water. So it would be confusing of you want to click expand/collapse but can't. So we replace it with 'Water' over water. Then you only see the expandable/collapsable Player info overlay above land tiles, and can move the mouse there to click expand/collapse where the overlay doesn't dissapear on the way.

3. Replace the 'Hide' and 'Show' text buttons with those same icons ^ and arrow down. In leaderboard and event panel.
