Notify players about new versions #3042
Description
In v28 we automatically opened the changelog modal if a new version dropped since the players last visit.
We need something like that in v29 too.
A simple red badge on the news navbar entry might be an alternative to auto-opening the news modal. Think about discord unread messages.
