Create "Other" Linux on IBM Z data file

There is some open source software for Linux on IBM Z and LinuxONE that is only released by the project website (or similar), not through the Linux distributions or other software lists we track.

Create a data file called something like Other_OSS_for_Linux_List.json where we can include these projects.
