This is an exploration task that lays the foundation for upcoming service provider tasks like the service provider template, validation tests and actual implementation tasks.

We need a dev documentation similar to the existing cluster-provider documentation.

Additionally we need to clearly define the boundaries and responsibilities when creating new service providers. what is the core domain logic a service provider developer has to implement and what can be abstracted, what are the contracts, etc.
