There are issues with this sentence:
What it %{doesnt} include is opinionated data like ratings, historical or hypothetical features, and data from copyrighted sources. Unless you have special permission, don't copy from online or paper maps.

A user reported that is hard to translate "doesn't" separately in Turkish:

The expression "doesn't" can be easily translated into other languages, but it is not suitable for Turkish, which is an agglutinative language. Therefore, it is very difficult to translate the use of this expression alone. I translated it as "none" (tr. "yok") for now, but it's still not appropriate.

The issue isn't only in Turkish. In English, italic writing can be used to distinguish a word in a sentence, but in other languages it's not used or other methods are used.

Therefore, I propose to give up highlighting the word here at all.

You don't need to translate "doesn't" if you think it's impossible to locate it in the appropriate translation. You can remove %{doesnt} form off_the_map_html and ignore doesnt or replace it with empty string.

          telif hakkıyla korunan kaynaklardan alınan veriler gibi üzerinde düşünülmüş
          veriler yok. Özel izniniz olmadığı sürece çevrimiçi veya kağıt haritalardan

It's not italic, it's <em>, emphasis. The browser decides how to render it.

You can remove %{doesnt} form off_the_map_html

It's impossible not to use it, becasue Translatewiki software requires its use.

or replace it with empty string

If the string is empty, the full English translation will show up.

Or put anything, maybe the entire sentence in doesnt. Then it probably should be renamed to something like off_the_map_emphasis.
