Format order regression after merging the autodep branch

I just noticed the format list sorting is screwed up now - or rather it's "sorted too literally": The OpenCL formats now register between OpenBSD-Softraid and OpenSSL. The worst result of this is we sometimes pick an OpenCL format before the CPU version. One example is rar-opencl.

I failed to notice because only half of the formats come "too late" now. I'm very puzzled this happened - it was definitely not a problem a while ago in that topic branch.

Note that if the problem persist after #5864 is merged, a "make distclean" is needed (or just delete .plugin_fmt_list).

I've come to realise it was a problem ever since I moved the generation from configure to Makefile. It was hidden by the fact I switched back and forth between bleeding-jumbo (with a correctly sorted fmt_registers.h) and the autodep topic branch (with logic to avoid rebuilding fmt_registers.h unless a plugin was added/removed). Anyway easy fix.
