Support centralized configuration for Remote Console

In issue 75, @kenneth-olwing mentioned that his organization would like a capability to create a setting that everyone in his organization could get by default. One possibility would be to create a customized version of the application with such a setting. Another might be to allow for the logical equivalent of a "wpad" where everybody on the team could reach out to a place for default values.

To reiterate, in practice we simply take the distribution and package it in a Windows installer and a Linux RPM for install in a write-protected 'Administrator/root' (or similar) owned tree on our users Windows workstations and their Linux dev servers. This is solely for inhouse use of course.

In this case, a preference file that could be placed alongside the application directly in the app tree would be the simplest I guess. It's easy to simply package it along with the rest and it could then, if it exists, provide centralized settings.

In this particular case it's about in some way forcing the auto update to not be shown/greyed out/whatever. Of course it might also provide useful complementary values that are usually right but can be changed, etc etc..
