Migrate the build of Kotlin code from Maven to Gradle.

• Ensure that there's full feature parity between the builds.
• Dependency versions need to stay exactly the same
• Gitlab build scripts need to updated
• GraalVM builds need to still work (these might be currently broken BTW -- do this last)

Before starting, do a full analysis, and let me know of any potenital issues.
