Some features could be removed from urban areas completely, e.g. minor power lines and poles.

Many other features that have higher zoom visibility in outdoors like towers, water sources, caves, etc. when located in an urban area should appear in the visibility index only at zoom levels set in the general map style. This would reduce index size and make it a tad faster.
Also it'd reduce map clutter when viewing urban areas in the outdoor style (though its not an intended use). On the other hand it could break some use cases when a user enables the outdoor style in the city consciously to e.g. highlight water sources or to better see paths in the city park, etc.
