In our organisation we'll be working with professional translators and their email addresses don't need to be made available to our IT contractor. We'd therefore like to change the commit e-mail and commit name setting for new accounts created on our Weblate instance:

From #7341 I understand that DEFAULT_COMMITER_EMAIL and DEFAULT_COMMITER_NAME just set the email and name for commits which don't have an individual author.
