NEWS: Role-Based Access Control

Dear @esm-tools/all-users,

In the context of the ESM-Tools+ Simulation Catalog developments, we need to gain some familiarity with Role Based Access Control. To that end, you may see some increased email activity as I experiment with some of the role-based feature offered by GitHub, which as I am using as an example for our own implementations.
