Why doesn't country playlist match up with stream list? Where is country list being curated from? How do we edit it?

From the FAQ I see this:

The site contains a list of all TV channels in the world and only those of them for which we have working stream links are included in the playlists.

Where do we edit the working stream links if we want to submit a PR? The lists don't match up.

E.g., countries list jp.m3u has this stream:
http://cdns.jp-primehome.com:8000/zhongying/live/playlist.m3u8?cid=gx04&isp=4

but it's no where to be found in this master list: https://github.com/iptv-org/iptv/blob/master/streams/jp.m3u

Half the links in the CN stream list are broken (total 149 streams), I would like to remove them, but in the master stream list there are 700+ streams!
