Consistency of terminology - Restart Vs Reboot

There is a common Linux command line tool called reboot, which does as its name suggests.

The Cinnamon GUI has an option to Restart.

After some updates, the Cinnamon GUI Update Manager prompts that a Reboot is required.

No biggie, but can we add some consistency - there's an open bug for this matter too - open since Aug 2022 - see Refs below.
