OWASP SAMM Toolkit xlsx: Scorecard missing "Translated Value" formulas

Sheet: Scorecard · Column G (rows 20–22, 40–42, 60–62, 79–81, 100–102)

Issue: The 3 Implementation practices (Secure Build, Secure Deployment, Defect Management) were missing their score-to-numeric translation formulas across all 5 phase sections (15 empty cells total). All other practices had the formula.

Fix: Populated the standard nested-IF formula (mapping 0/0+/1/1+/2/2+/3/3+ 0–3.5) consistent with the other 12 practices.
