build(deps): bump tmp, eslint, @typescript-eslint/eslint-plugin, @typescript-eslint/parser and eslint-config-react-app

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependencies [tmp](https://github.com/raszi/node-tmp), [eslint](https://github.com/eslint/eslint), [@typescript-eslint/eslint-plugin](https://github.com/typescript-eslint/typescript-eslint/tree/HEAD/packages/eslint-plugin), [@typescript-eslint/parser](https://github.com/typescript-eslint/typescript-eslint/tree/HEAD/packages/parser) and [eslint-config-react-app](https://github.com/facebook/create-react-app/tree/HEAD/packages/eslint-config-react-app). These dependencies need to be updated together.
