Problem

arbitrary-dateparser needs pendulum, but this needs Rust, and currently does not provide binary wheels for Python 3.13.

Pitch

Evaluate if it's possible to migrate away from Pendulum, also because it looks like it is not actively maintained any longer.

Pendulum now has two new mainters in myself and Sercus, and a version supporting py 3.13 should be out in a week or two (the code is merged, we "just" need to release it)
