Since NVENC is included in the binary package from PyAV 14.2.0, there is no need to build from source if you just want to use NVENC.
If you want to use the LGPL version of ffmpeg or codecs that are not included in PyAV, you can build PyAV from source to link it with your local ffmpeg.
PyAV supports different FFmpeg versions depending on the PyAV version.
av==13.1.0works with FFmpeg 6.x.x (I am not sure of the exact minor version).av==14.3.0works with FFmpeg 7.1.x.
When use local ffmpeg package.
sudo apt-get install ffmpeg libavcodec-dev libavformat-dev libavdevice-dev libavutil-dev libavfilter-dev libswscale-dev libswresample-dev
pip3 install av==13.1.0 --force-reinstall --no-binary av
You can also specify a GitHub branch instead of using pip sdist.

If you want to specify the path to ffmpeg, you can specify it with PKG_CONFIG_LIBDIR. (In the case of ~/opt/ffmpeg/, for example)
PKG_CONFIG_LIBDIR=~/opt/ffmpeg/lib/pkgconfig pip install --force-reinstall git+https://github.com/PyAV-Org/PyAV.git@v14.3.0
Note that in this case, setting LD_LIBRARY_DIR is required at runtime.
