Admin created user confirmation

As words spread, bots and trolls are bound to make their way to Circles. We should have a simple vetting procedure. Perhaps we can allow users to create a profile but it will only be activated/become visible when admin has confirmed it.

An additional perk here is that we could require that the entire profile needs to be filled completed or we won't review their "application".
