some attributes are supported by decl_netcdf but not decl_hdf5plugin (e.g. variables)

One has a functional yml for netcdf plugin. for some reason, they want to switch to using hdf5 plugin.
User want a minimal modification of the yaml (e.g. by only change decl_netcdf to decl_hdf5) and they do not want to commented out sections which are dedicated to the netcdf plugin (e.g. variables)

We could make decl_hdf5 plugin ignore those attributes.
