$.fn.moveTo should support quietPeriod

I'm adding a feature to a project that'll allow users to click anywhere on the body and navigate to the next "slide". It'd be nice if moveTo interfaced with quietPeriod to prevent users from clicking and then scrolling immediately - my major concern is oversensitive touchpads which will register a click and scroll, which would land them one page ahead of where they were expecting to be.
