/etc/pcp/proc/access.conf configuration file does not work as expected #2118

The new /etc/pcp/proc/access.conf configuration file does not work as expected.

Config file does not have any effect on authenticating users.

Authentication and successful retrieval of proc metrics works if user is created, authenticated through SASL, and is the current user logged into the system.

Users not listed in /etc/pcp/proc/access.conf but authenticated thorugh SASL and currently logged into system still can retrieve proc metric values.
