Use Actions to rebuild the site

[mfeit-internet2]

The website used to be rebuilt periodically by a VM at Internet2 that no longer exists. Use Actions to do this instead so it's self-contained.

The site should be rebuilt:

• At 00:01 daily (the :01 is important; we have things that are date-sensitive).
• After a commit or merge to the repository's master branch

This is marked as 5.3.0 but can be deployed anytime.

Feel free to add a branch if you want to experiment.
