Pear packages

Hello
I am trying to install pear package to generate qr and codebars .
My sistem is xampp7.3.2 in win7 and composer1.10.27
I update the pear.php.net channel to the process...but show an error about can not open the stream and the root used is c:\windows\pear.ini this file do not exist in this folder....the pear is in the xampp folder.
By other hand the pakcage to install is Image_Barcode2 and I don't to know how do to sincronize it.
