libicu-dev necessary

The readme should include the dependency on icu, that can be installed via the debian package libicu-dev.
If not present, at build time : 
`usr/bin/ld : cannot find -lBoost::regex`

For some reason, it is not part of libboost-all-dev or buildessentials
