Are there plans on making this a SaaS company?

The license allows you to use it in a commercial product/service if that is what you mean.
I haven't heard of such plans.
Eventually, someone will likely offer commercial hosting of Elm Fullstack apps, maybe also with additional features beyond the core runtime.
