Schedule for Publication - Add Version form for Unassigned Versions before selecting issue for publication

Description

When scheduling a version for publication, for the Unassigned versions we should display a new form to let the user select the Publication Stage and Revision Significance, before letting them select the Issue for publication (OJS) or confirming the publication (OMP/OPS).

• [OJS] If the version is assigned to a publication stage, the Schedule for Publication should proceed as is.
• [OJS] If the version is unassigned, before the user can schedule the version for publication, a form should be displayed to select the publication stage. Once the user saved the form, it should automatically open the Schedule for Publication form
• [OMP] - The default publication stage for an Unassigned version is "Version of Record x.x" (depending on the next version stage for VoR)
• [OPS] - The default publication stage for an Unassigned version is "Author Original x.x" (depending on the next version stage for AO)
