Rate limit to prevent trolls from spamming channels #47

On TGC, the chat admins do a pretty good job of kicking and banning trolls, but they have a new tactic, flooding a channel by dumping huge amounts of text. We should look into rate limiting, or line limiting to prevent that tactic.
