Plugins: community-built lists, etc.

Currently we have the official BannedList, plus Andrew's "political extras". Over time, others will contribute terms. Some may get rolled-into the official BannedList, but we may have political extras, as well as lists for other subject areas. Is this true? If so, need to make it easy to turn these on / off - either automatically and/or manually.

"People will publish their own lists online (in some format or other), and give us the URL for us to include in our directory (if deemed suitable). The plugin will then display those ones in a menu from which users can choose."
