[Infra] Productionize RelayMiner and FullNode helm charts

Objective

We heavily use Helm charts to host Alpha/Beta TestNets. They have not been properly reviewed to be consumed by external providers. We should productionalize them so others can make use of our Helm charts.

Goals

• Provide K8S Helm charts to deploy relayminers and fullnodes/validators;
• Document deployment procedure for Kubernetes;

Deliverables

For each poktroll and relayminer helm charts:

• Should have values files documented.
• Provide sensible defaults;
• Make sure it is compatible with different networks
  • Alpha TestNet
  • Beta TestNet
  • MainNet
• Ref: https://github.com/pokt-network/pocket-network-genesis
• Helm charts should be included for
  • The core infrastructure (i.e. the relay miner, full node, validator)
  • The supporting observability stack
• Documentation dev.poktroll.com is updated and contains (at a minimum):
  • Links to the helm charts
  • Links to the infrastructure
  • Screenshots that explain how to navigate the infra
  • Debugging isntructions
