add sv update for configured bus

Describe the current behavior

configured bus are always sent in full (P0, Q0, V, ANGLE) even if only setV or setAngle was done on them

Describe the expected behavior

only V and ANGLE are sent

Describe the motivation

symmetry with all other equipments when running a loadflow
