Bug description

The unable to run in Exclusive fullscreen mode warning text is shown even If it is working properly, This issue was reported back in Aug 16, 2022, It was fixed in #19961 but looks like the issue is back somehow.

Laptop specs -
i5 7200u
Intel HD 620 and Nvidia 940mx
running Windows 10

How are you determining whether or not it is "working properly"?

Can confirm when running desktop with only integrated Intel graphics. See https://github.com/ppy/osu-framework/blob/e01524d1492885d8b00ac88b38e7963d76d7d454/osu.Framework/Platform/Windows/WindowsGLRenderer.cs#L28-L45.

Open framework issue from before the settings note was broken: ppy/osu-framework#5791

Seems like GL.GetString(StringName.Vendor) returns an empty string making isIntel false. This is because there is no MakeCurrent() and ClearCurrent() calls in the overridden method.

How are you determining whether or not it is "working properly"?

as shown in the video, If the game is on fullscreen exclusive and I press the windows key, the game disappears and shows the application behind it, If it's on fullscreen windowed the windows key is above the game, Same goes for windowed applications.
