Percent sign doesn't work to jump between matched brackets

When I click percent sign firstly, it can jump to next matched bracket. But I click again, it cannot work. Could you help me? I think it is a bug.

I reproduce on my current .vimrc but not on a clean environment https://github.com/cirosantilli/vundle-plugin-tester , so looks like a dear plugin conflict.
